Location: USS Essex, Admiral's Ready Room
Timeline: MD1 1045 hours - Following 'Just an Exploration Mission'

Bremer and Keikeye had stepped into Admiral T'Lar's Ready Room, and were waiting on T'Lar to arrive once the Essex was away safely at Slipstream. Mike also sent a quick message to Captain L'Verrem to join them.
Bremer motioned toward the curved sofa, offering Billy a place to sit while waiting for the other two to arrive.
"I apologize for not really allowing you time to settle in before having to do some work." Mike said with a smile.
"Apology gladly accepted, Admiral. Thank you," Billy replied.
Deela glanced at Lt. Keikeya then at Bremer before speaking, "We are on our way and it looks like slipstream is successful, so far."
Mike nodded, “Very good.” He tapped a button on the PADD he was holding which had all the mission’s information, however instead of the mission data a video came on of a masked man in blue fighting with another man in gold and green. The guy in blue was on a knee, being held down by the other’s staff before pushing the staff away saying “Not today” and jumping to his feet and kicking the guy in green.
The scene changed to a woman flying some kind of aircraft, “They're all over the place.” She said before there was some static then music in her headset followed by a man’s voice.
“Agent Romanoff…you miss me?” The woman smirked at the sound of the man’s voice.
A second later, something streaked through the sky and fired some kind of bright burst at the guy in green, sending him flying, before landing. It was a guy in some kind of metal suite and as he stood he pointed his hands at the guy in green as several types of weapons popped out all over the suite. Finally, the man in the metal suite said, “Make a move reindeer games.”
The guy in green was sitting and he slowly raised his hands over his head.
“Good move.” The guy in the suit replied as the masked man in blue…who looked remarkably similar to Captain K’Temoc…stepped up beside him.
“Mister Stark.”
“Cap’n.”
Mike when shut to video off, “I apologize…Christopher must of grabbed my PADD this morning or last night. He found these old Earth movies in the database, something called the ‘Avengers’, and now he’s fascinated with them and their stories…he’s even asked if Engineering can build him over of these suite.” Mike couldn't help but to smile.
“Shall we get down to business now.” Mike added, still smiling.
Deela made a mental note to check it out for her son, Brandon, once they returned to Starbase 400. She sat down, her eyes now fixed on Mike.
The door swished open and L'Verrem strode across the threshold, PADD in hand, ears, scanning the new room for sounds. He then focused his attention on the flag officers and, with a polite bow of his head, sat in one if the chairs. "I have conducted a preliminary analysis of the data from the USS Searcher, Admiral Michael K'Wor Bremer," L'Verrem said with a slight purr in his voice.
Mike watched the Caitian Science Officer take his seat, "What have you learned?"
L'Verrem tapped his PADD several times and then handed it to Bremer. It showed a spectral chart that undulated over time. A time stamp appeared in the top left corner, showing that the animation displayed several seconds of data, then looped back to the beginning.
"I performed a spectroscopic analysis of the Searcher data as they passed closest to the Socala Major system. There was considerable low-level EM activity, most of it comprised of a carrier wave and side bands. This suggests widespread use of radio communication. There are also signs of a widespread electrical energy distribution system. I also noted two radio signals that shifted up and down in frequency over a specific time period. This suggests orbiting natural or artificial satellites with a radio communication system on it. There were no indications of the use of warp propulsion, strongly supporting the assessment the inhabitants are a pre-warp culture. What is intriguing is what is being displayed on the PADD. This is an anomaly to what should be a civilization with primitive means of power generation. I have cross checked this energy signature with all known forms of particles and energy generation. I have confirmed this is the signature of tetryons. These are particles that exist only in subspace and become highly energetic in real space. Their source is likely artificial, baring the existence of a subspace rift in the vicinity of the planet. We are still too far away to discover the exact location and nature of the tetryon particle source. I will be able to make a better assessment when we drop from slipstream and return to normal space."
Mike nodded, "Thank you." He paused a moment to gather his thoughts, "I think it's best to stay with our original plan to...to come out of Slipstream at the edge of the system, cloak, and move in slowly. Scan the planet, find the source of the tetryon emissions, and come up with a plan of action. Mister Keikeye, if this is a pre warp society we of course won't be making first contact but do you have any other thoughts we should consider if we do have to beam down?
"The Admiral's right. Stealth is key when engaging a pre-warp civilization. We don't know how far the cultural contamination has spread assuming it has. Wear their style of cloths, have medical make you look like them, don't say anything until the UT can translate their language. Once we gathered enough information that suggests their aware of other worldly life-forms, only then should an attempt for contact be made. If they are pre-warp, discrimination may still exist and if that's the case they will be dangerous. If they are not aware, seeing something otherworldly will be a shock. Transport at least a mile from their populated area or somewhere with an obstructed view. It's best to pose as someone from another part of the world, some place where any mistakes the UT may make should be thought as nothing more then part of the language barrier," Billy advised everyone in attendance.
Deela was going through possible scenarios in her head. Although there was no immediate plans to contact the inhabitants of the planet, it was still a possibility that they might have to do just so. If the natural progression of this planet was changed, then would the prime directive still be in effect, assuming that the tetryon emissions are the work of someone from somewhere more advanced? She felt that the damage has already been done so no, the prime directive shouldn't come into play. And now that the damage has been done, by them stopping the tetryon emissions, would they make the situation worse? Then she wondered about the balance of power and if there was any or not. So the next question was whether or not they should even the odds if the balance wasn't there? This whole situation was giving her a headache. No matter what they did, it would impact the planet forever.
"Lieutenant William Keikeya has an excellent point concerning stealth. Tetryons are known to wreak havoc with shields. It is conceivable they could interfere with the cloaking device as well. Should that be the case, we will be detectable by any radio-based sensors they have. It is possible to induce a flare from their star that will interfere with all radio systems, but not cause harm to the inhabitants or their machines. A carefully aimed and timed quantum torpedo salvo should be sufficient. We can then scan the planet in sufficient time before the effects of the flare wears off," L'Verrem stated.
Mike nodded, "Make preparations to induce the solar flair Captain, work with Lieutenant Baratan at Tactical. Also, I want the two of you to draw up a search plan to quickly find the source of the Tetryons, then we'll come up with a way to eliminate or recover it that'll cause as little stress to the planet's population as possible."
Mike paused, then when no one spoke up, he ended the meeting. "Dismissed."
