Episode 97 - Cultural Exchange

After getting back to Starbase 400, Draven went through all of the reports he'd written and brought back from his trip to Cardassia. After several hours of going over everything, he had to take a quick nap before scheduling a brief late night meeting with some of the Intelligence Department's Officers to update them on things discussed on Cardassia during the Cultural Exchange.
Once they all arrived, Lek motioned to an open table in the back right corner of the room. The Beatles ‘A Hard Day’s Night’ from 1964 played in the background. Once everyone sat he passed out PADDs to each with information from the exchange and the meetings he and Rann had attended.
“Any questions?” Lek asked after a few minutes.
“When are the Cardassians planning to send their task force into Klingon territory, and will they pass through here?” Hannigan asked.
“Time is still TBD, but the route will take them through Federation space. Starbase 24 has been designated their deployment area. They’ll stop there, have crew R&R, and each ship will pick up a Federation observer before entering Klingon space. The Federation observer will do just that, observe. After the training missions are completed, the Cardassians will return to SB24 before returning to Cardassian space. The observers will report to Klingon, Cardassian, and Starfleet leadership.” Lek explained.
Hannigan looked at Draven for a minute after he explained before adding notes to his PADD.
“Also, and this just came in this morning from Starfleet Command, the Raeyan system and Starbase 349 have been re-admitted to the Federation as tensions between the Federation Alliance and Typhon Pact rise. This has been long overdue, and with Avalon Fleet Yards in the Raeyan system still under Starfleet control and Hawkeye Island on Raeya III itself, this helps Starfleet as well. Vice Admiral Liam Riskin will remain in command of SB349, and the Raeyan government voted unanimously for re-admittance.” Draven explained.
“Will there be any consequences for Riskin or Raeya? They seceded seven years from the Federation over how the Federation Council and President Bacco handled the Hobas Event and destruction of the Romulan System.” Rann asked.
“Honestly, probably not. With the Typhon Pact’s threat and the way President Matthews handled things after Bacco’s presidency ended I don’t think Raeya or Riskin will push for anything more and right now Starfleet needs all the support in the region it can get.” Draven replied.
Rann nodded, “I still think he should be removed from command for ‘seceding’ in the first place. You don’t secede from the Federation or Starfleet in the first place.”
“Tell that to Rear Admiral Jones and The Trytonians. They did the same almost twenty years ago.” Draven replied. He was verify familiar with the Trytonians, he’d been a deep cover operative for years assigned to them.
“Next, there is a report from Free Romulan Intelligence. They said there’s evidence that a Reman commando team attempted to cross into Federation space near Benzar last week. A ship from DS5 reported one of the Starfleet sensor arrays near Benzar was accessed without authorization, but they didn’t detect any other vessels and nothing penetrated the tachyon detection grid along the border. They re-secured the array and updated its command codes. If this was an attempt to sneak into Federation space, it could be seen as an act of war if they were to strike somewhere. This could also just be one of many attempts to see if they can penetrate into Federation space, testing our defenses and response times of the closest Starfleet ship…the old game both sides have played since the Neutral Zone was first established. Any assets you have in the Star Empire, work them, see if there’s any information you can uncover.” Draven tapped a few buttons on his PADD and sent the information to the others.
“Commander, I’d also like to bring up the encounter with the Herogen vessel the Vanguard had while you were away on Cardassia.” Cross added. He tapped a few commands on his PADD and sent his and Commander MacLeod’s reports to the others. “I would expect to see more of their ships in the open territory beyond Krazzle, C'hakilian, and the Federation’s Raeyan Expansion area. We should make sure Starfleet ships and bases in the area are aware and warn lone civilian craft to be on the lookout as well.”
Draven looked over the reports, “Agreed. Can you send out a communique to all ships and bases within the Ares Operational Theater and include copies to the Starfleet Command and all Allied leadership?”
“Aye sir.” Cross replied.
“If that’s all, Mister Hannigan I want you to accompany me to brief the ‘old man’ tomorrow morning.” Draven didn’t know Hannigan’s wife was aboard the USS Hattori and was killed during the fight with the Pegasus-B two and a half years ago, the Hannigan still blamed Fleet Admiral Bremer personally, or that he’d punched Mike when he first reported aboard and spent time in the brig for it. The report was one of a dozen personnel reports waiting for Draven to read.
“I’d rather not.” Hannigan replied.
Draven looked at Hannigan, confused.
“Um, sir, there was an incident just before the trip to Cardassia.” Cross replied before re-sending the report to Lek.
Draven read over the report then looked at Hannigan, “You’re lucky the Admiral didn’t break your hand. I’ve known and served with Mike for a long time, I promise you, firing on another Federation ship is not something he would have done without a damn good reason, and in this case keeping people from the Mirror Universe and Section 31 from attacking Cardassian ships and trying to start a war between the Federation and Cardassians was a good reason. He was left with no choice.” Lek tapped a few buttons on his PADD and sent Hannigan the reports from the incident two and a half years ago. “I suggest you read tonight that before apologizing tomorrow.”
Hannigan eyed Draven for a moment before picking up his PADDs.
“Dismissed everyone, get some sleep.” Draven said before he collected his things and headed for his quarters.
