Changing of the Guard

I've made some major changes to the NPCs listed as part of the Starfleet Command Staff. Many of the old canon Admirals are, well, old now. Many of them are retiring IC and being replaced by new people. I've added four to the NOVA and Main sites tonight. I hope to add four more sometime soon to help add a little more depth.
